تمهيد:
أ – مفهوم الإصلاح:
المادة اللغوية من لفظة إصلاح تفيد جلب المنفعة والخير. والصلاح، ضد الفساد، كل سلوك تستقيم به الحال على ما يدعو إليه الشرع والعقل، وتتحقق به المصلحة.
والإصلاح مظهر من مظاهر الوعي بالذات، حين تواجه واقعا مترديا متأزما، وتتوق إلى إصلاحه وتطويره. وشهد تاريخ الإسلام، عبر تحولاته وامتداداته، حركات إصلاحية لدعم الحضارة الإسلامية، وتوجيهها الوجهة الصحية، وترسيخ منهج الله في الأرض عقيدةً وشريعةً.
والمراد بالإصلاح هنا، ما أعربت عنه دعوات الإصلاح؛ التي انبثقت من داخل العالم الإسلامي في العصور الحديثة، وحدَّدتْ أهدافها ضمن محاولات التجديد والبعث للحضارة الإسلامية في مواجهة التحديات الأوربية، الغازية بجيوشها وبضاعاتها، وأنظمتها وأفكارها.
فارتبط مفهوم الإصلاح بالتغيير والتجديد والدخول إلى معترك الحضارة الحديثة بالصدام مع مدنية الغرب.
وقد انطلقت الحركات الإصلاحية في العالم الإسلامي – عموما – خلال القرن التاسع عشر، وأوائل العشرين، واتخذت لها مسارات حسب أوضاعها، وبرامج مصلحيها، وظروف علاقاتها مع الحضارة الأوربية.
ب – المغرب الأقصى وحركة الإصلاح:
حافظ المغرب على استقلاله، حين خضعت أجزاء العالم العربي إلى الدولة العثمانية، حوالي أربعة قرون. وقد انتهت السلطة في المغرب إلى أسرة تنتمي إلى العلويين تروم حركة إصلاحية دينية يمثل فيها السلطان الزعيم الروحي للأمة.
ومع مطلع القرن التاسع عشر بدأ المغرب يخرج من عزلته، ويصطدم بعواقب التخلف، ويجد نفسه محط أطماع الأوربيين. وبتزايد الضغوط الأجنبية، والشعور بالتخلف عن مواكبة العصر؛ أخذ الوعي في المغرب يزداد؛ استجابة لضرورة الإصلاح والتغيير.
وتوالت مشاريع الإصلاح، وأسهم فيها الكيان المغربي بكل طاقاته، كما أسهمت فيه دول أجنبية؛ حفاظا على مصالحها وتوسيعا لمجالاتها الحيوية واستثماراتها المتزايدة، ثم تواردت أصداء الحركات الإصلاحية من المشرق على المغرب منذ أوائل القرن العشرين.
وهكذا كانت مسألة الإصلاح في المغرب جزءً من وضعية تاريخية عرفها العالم الإسلامي إثر اصطدامه بالحضارة الأوربية الحديثة. ونظراً لأوضاع العالم الإسلامي، وموقعه، وثقافته؛ كانت مسألة الإصلاح قضية حياة أو موت في قلب العرب والمسلمين في القرن 13 هـ/19م.
أولا: الإصلاح قبل القرن التاسع عشر:
لم تكن الأفكار الإصلاحية في المغرب وليدة القرن التاسع عشر، أي نتيجة بداية التغلغل الأوربي في العالم الإسلامي، ذلك أن بوادر الإصلاح برزت في نهاية القرن السابع عشر الميلادي على يد المصلح المغربي أبي علي اليوسي (الحسن بن مسعود 1102هـ/1690م). فقد كان أول داعية إلى الاهتمام بقضايا الأمة في أبعادها الدينية والاجتماعية، والدعوة إلى تقوية الكيان المغربي نفسيا بمعالجة الانحرافات، وسياسيا بتنظيم الجيش، وتوحيد الصفوف في وجه التفرقة.
وفي النصف الثاني من القرن الثامن عشر، وظَّف السلطان محمد الثالث ( محمد بن عبد الله 1171 – 1204 هـ/1757 – 1790م) الحركة الإصلاحية لمواجهة التهديدات الخارجية، وردّ الاعتبار إلى الأصول في العقيدة، ورفض الخلافات الفرعية. وأنشأ محمد الثالث حركة واسعة في مجال الحديث النبوي الشريف. وإلى جانب إصلاحاته التي مستْ جميع مرافق الحياة المغربية؛ عُنيَ بجانب العقيدة والفقه، ونشر المعرفة بين النشء، فكان أكبر مصلح عرفه النصف الثاني من القرن الثامن عشر، تناولتْ إصلاحاته الجوانب الدينية، والتعليمية، والاجتماعية، والسياسية والحضارية.
وتميز الإصلاح في هذه المرحلة بالاتجاه نحو الذات المغربية فقصد التقويم والتوجيه، والعودة بالعقيدة إلى صفائها الأول.
ثانبا: الحركة الإصلاحية خلال القرن 19م:
موقع المغرب الاستراتيجي جعله يحتك بحضارات مختلفة خلال التاريخ القديم، ومع مطلع القرن التاسع عشر اشتدتْ أطماع الأوربيين لاكتساح شمال إفريقيا، واتخاذه مجالا اقتصاديا أوربيا.
توقف الأسطول المغربي عن الجهاد سنة 1817م، في عهد سليمان العلوي (1206 – 1238هـ/1792 – 1822م)، في إطار المشروع الغربي للقضاء على الأسطول الإسلامي؛ بدعوى منع القرصنة. ولم يكن بإمكان المغرب أن يُساير إيقاع التطور الأوربي، وعنفوان الثورة الصناعية في اندفاعها؛ إذ كانت الوضعية العامة في المغرب تعرف تدهوراً ملحوظا.
وشهد مطلع القرن التاسع عشر أوج الانبعاث السلفي في جل العالم الإسلامي؛ إذ اتجهت أنظار المصلحين في تقويم الانحرافات الدينية والاجتماعية للدول إلى معترك العالم الحديث.
ولما كان النشاط الطُّرُقيّ قد بلغ ذروته في المغرب؛ فإن سليمان العلوي قد تجاوب مع الحركة الإصلاحية في المشرق، وتبنّاها بصفة رسمية، وأصدر منشورا في شأن البِدَع الدينية المنتشرة.
وأمام تردّي الوضعية الحضارية العامة في المغرب، وأمام تطلُّع الأوربيين للاستيلاء عليه؛ كانت الحاجة تدعو إلى الدفع بعجلة الإصلاح في شتى مجالات الحياة، للخروج من التخلف، ومواجهة العصور الحديثة.
وملامح الإصلاح تمثلتْ في طوْريْن خلال القرن التاسع عشر:
أ – الطور الأول: من 1830 إلى 1860م:
مع احتلال الجزائر سنة 1830م ، طرح على المغرب ضرورة المقاومة. ومساعدة الجزائر تطوّرتْ إلى مواجهة عسكرية مع القوات الفرنسية، انتهت بهزيمة إيسلي سنة 1844م، و أبانت المعركة عن رغبة الأوربيين في السيطرة على المغرب الأقصى. وكانت الهزيمة منطلقا للتفكير في الإصلاح، وبداية الاحتكاك بالحضارة الأوربية.
حاول السلطان عبد الرحمن العلوي (1228 – 1272 هـ/1822 – 1859م) إحياء الأسطول وتقويته، وتوسيع مشاريع الاقتصاد، وتنشيط الحركة العلمية، غير أن الاقتصاد الأوربي بدأ يغزو المغرب، فتعرضت المنتجات الصناعية والحرفية للمنافسة، وفقدت العُمْلة المغرية المتداولة أكثر من تسعين في المائة من قيمتها الحقيقية في أواسط القرن.
وتميزت الحركة الإصلاحية في هذه المرحلة بالدعوة إلى تقوية الجانب العسكري، واعتباره جوهر كل إصلاح، وأساس كل ازدهار أمني واقتصادي. وكان شعار المصلحين هو الجهاد لمواجهة المدّ الأوربيّ، بل إقرار إجبارية الجهاد.
حاول المغرب تجاوز الظروف المتردية بتطوير مصادر الثروة في البلاد، وتوعية الرعية، وتجديد الإرادة، وتقوية الجيش. ودعا المصلحون إلى مواجهة التغلغل الأوربي، وعززوا صمود السلطة تجاه الضغط الخارجي.
وأُلفتْ رسائل عديدة في الحث على الجهاد، والدعوة إلى إصلاح الجيش، من ذلك:
– « كشف الغُمَّة في أن حرب النظام حقٌّ على هذه الأمة»، من تأليف محمد بن عبد القادر الكردودي 1801م ( طبعة حجرية). ودعا فيه إلى الربط بين تنظيم الجيش وإصلاح الإدارة، ولاحظ أن أسباب الجهاد قد أُهملتْ، وأن العدو يتطلع إلى الاستيلاء على المغرب بعد أن استولى على الجزائر، لكن الجيش كان يفتقر إلى التكوين النفسي والتأهيل القتالي ( وقد وضع الكردودي كتابه باسم المولى عبد الرحمن).
– « رسالة العبد الضعيف إلى السلطان الشريف»، منسوبة إلى ابن عزوز، وهي مؤلفة إلى السلطان العلوي، أشار إليها الباحث المغربي الكبير الأستاذ محمد المنوني في كتابه ( يقظة المغرب الحديث)، وهي ما تزال مخطوطة بالخزانة العامة رقم (1623)، والموجود منها يقع في 11 صفحة، وموضوعها تنظيم الجيش.
– « مُقْمِع الكفَرَة بالسِّنان والحسام في بيان إيجاب الاستعداد وحرب النظام»، من تأليف الغالي اللجائي. ( مطبوع بالخزانة الملكية رقم 1030)، ربط فيه بين تنظيم الجيش المغربي والإدارة والأمن والاهتمام بالشؤون الاقتصادية ونظام القبائل.
– « تاج الملك المبتَكَر من خَراج وعسكر» لمحمد بن محمد الفلاق السفياني (مخطوط بالخزانة الملكية رقم 2502).
ب – الطور الثاني من الإصلاح: 1860 – 1890م:
وهو طور كان فيه المغرب تحت حكم كل من محمد بن عبد الرحمن ( محمد الرابع 1276 – 1290هـ/ 1859 – 1873م) والحسن الأول (1290 – 1311هـ/1873 – 1894م)، ووضعت فيه اللبنات الأولى للإصلاح، وإن ازداد فيه الضغط الأوربي على المغرب، واشتد التنافسُ عليه، إلا أن المغرب بدأ يدخل غمار العالم الحديث.
1- مظاهر الإصلاح:
ففي هذا الطور تمثلت مظاهر الإصلاح في الجوانب الآتية:
– تنظيم الجهاز الحكومي بخلق وزارات وتنظيم الدواوين وإحداث قنصليات.
– تطوير علاقات المغرب مع الدولة العثمانية، تبادل مراسلات وبعثات.
– إصلاح الجيش بتغيير طريقة التجنيد، وتعليم المجندين بأوربا، واستقدام بعض المدربين الأجانب، مع شراء الأسلحة الحديثة.
– إحياء الأسطول، فقد أسس الحسن الأول قوة بحرية وعمل على تقوية الموانئ وبناء الأبراج في بعض المد الساحلية.
– بناء المعامل الحربية: بنى الحسن الأول مصنعيْن: أولهما بفاس لصنع البنادق وثانيهما للقرطوس بمدينة مراكش.
– تطوير بعض الصناعات: إنشاء معمل للسكر بمدينة مراكش بمدينة مراكش ومعمل للقطن.
– وضع عُمْلة مغربية جديدة لا تتأثر بتقلبات العملة الأجنبية.
– انبعاث في ميدان الثقافة والتعليم، فقد انتعشت العلوم الرياضية والعسكرية، وتعددت البعثات إلى مصر، وأُنشئتْ مدرسة للمهندسين بفاس، ونشطت حركة الترجمة وخاصة في مجال الرياضيات ومبادئ الكيمياء والطبيعيات، مع اهتمام خاص بعلم الفلك. كما كان بلاط محمد الرابع يضم نخبة من التراجمة، كما كان للحسن الأول ولع بالرياضيات والعلوم الحديثة.( دخلت أول مطبعة حجرية عربية للمغرب سنة 1869م).
– ومما زاد من تعميق الوعي بضرورة الإصلاح ما تناقله الحجاج من أصداء للحركات الإصلاحية التي كانت آنذاك بالمشرق، كما أسهمت في تعميق الوعي تقارير السفراء المغاربة عن أوربا وحضارتها، أو ما سمي بالرِّحْلات السِّفارية ( الديبلوماسية)، وهي تقارير كشفت عن انفتاح النخبة المغربية على مبتكرات النهضة الأوربية الحديثة، مع تركيزها على التنظيمات العسكرية، ووصف البواخر، والقطارات، وأجهزة التلغراف.
2 – أشهر الرحلات السِّفارية ( الديبلوماسية):
ومن أشهر هذه الرِّحْلات:
– « رحلة إلى فرنسا»: محمد بن عبد الله السفّار التطواني، تمت الرحلة سنة 1840م، بعد معركة إيسلي ( مخطوط الخزانة الملكية رقم 113).
– « الرحلة الإبريزية إلى الديار الباريزية» محمد الطاهر بن عبد الله الفهري الفاسي سنة 1830م (تحقيق: محمد الفاسي 1967م).
– « تحفة الملك العزيز بمملكة باريز»: الحاج إدريس العمراوي بن الوزير محمد بن إدريس سنة 1860م ( تحقيق: زكي مبارك، الرباط، 1989م)
– « التحفة السنية للحضرة الحسنية بالمملكة الإسبانيولية»: أحمد بن محمد بن عبد القادر الكردودي، سنة 1885م ( مطبوعات القصر الملكي، 1963).
وهذه التقارير سجلت الحوار المغرب الأول مع الحضارة الأوربية الحديثة، ومع امتداد الثورة الصناعية الحديثة؛ اتسعت المعاملات الاقتصادية مع المغرب، وازدادت أهميتُه في أعين الدول الأوربية.
ومع ازدياد حرية التجارة في أوربا، زادت الحاجة إلى المواد الأولية المغربية، وإلى الأسواق لتصريف المنتجات والمصنوعات.
3 – عوامل عرقلت الإصلاح:
ومن العوامل التي عرقلت الإصلاح في المغرب:
– هزيمة المغرب في معركتيْن: معركة إيسلي سنة 1944م، وحرب تطوان سنة 1960م.
– وقوع المغرب تحت منافسات الدول الأوربية؛ كل دولة تتوغل تجاريا، وتبحث عن مَنْح حمايات للمغاربة، وعن امتيازات لرعاياه ومؤسساته.
– انتشار البِدَع في الأوساط الشعبية؛ مما دفع بفرنسا أن تتوجّه إلى تقوية الطرق الصوفية لإضعاف السلطة المركزية. وإذا كان سليمان العلوي قد أصدر منشورا، تناول فيه بِدع الطوائف؛ فإن السلطان الحسن الأول وجه في نهاية القرن مذكرة إلى الأمة، يأمر فيها بالمعروف وينهى عن المنكر.
– وجود نزعة تقليدية تعارض الإصلاح في المغرب، من طرف عدد كير من العلماء؛ حفاظاً على الأوضاع، وخوفا من كل جديد مستحدث.
– مَنْحُ الحمايات للمغاربة: من الأسباب الرئيسية التي عرقلت الإصلاحات، أن الدول الأجنبية إثر تغلغلها في المغرب، أصبحت تمنح الحمايات للمغاربة، بل لقد عُقد مؤتمر مدريد سنة 1880م لحصر قناصل الدول الأجنبية التي تُشرف على توزيع الحمايات على المغاربة؛ فقد أصبحت مِنَحُ الحماية عملية تجارية بالنسبة للقناصل، والنسبة لرعاياهم؛ إذ أصبح المَحميون لا يؤدون الضرائب، ولا يخضعون للسلطة الوطنية، مما عرقل الإصلاحات في المغرب، وفتح المجال للتدخل الأجنبي في شؤون البلاد.
– ثم إن نتائج البعثات لم تكن بارزة ومؤثرة في بناء المغرب الحديث. ولعل المغرب لم يستفد من بعثاته، بسبب تضارب مصالح الأوربيين، وغياب تنظيم الوظيفة العمومية، إلى جانب ضعف الوسائل المادية والتقنية.
والخلاصة أن الإصلاح كان على مستوييْن – كما أشار إلى ذلك محمد المنوني في كتابه المشار إليه:
(1)المستوى الرسمي إذ أخذت الدولة المغربية تعمل على تجاوز الأوضاع الداخلية والخارجية، واختارت تجديد المرافق على الطريقة الأوربية.
(2) المستوى الشعبي، تحرك من خلاله العلماء في اتجاه التهديد الأوربي، يدعون إلى تنظيم الجيش وتهيئ النفوس للجهاد، وتوجهوا إلى فئات من المجتمع المغربي ليُبعدوها شرعيا عن الاحتماء بالنصارى، والاستسلام لهم، ومساعدتهم في إضعاف المغرب. وكتب المصلحون ضد الامتيازات الأجنبية، وأسهم أدباء المرحلة في إذكاء مسيرة الانبعاث.
4 – من مظاهر اليَقَظة المغربية:
ومن مظاهر اليقظة المغربية في النصف الثاني من القرن التاسع عشر:
– موقف علماء المغرب من أصحاب الحمايات الأجنبية، وظهرت مؤلفات عديدة تحرم موالاة الكفار، وتقاوم الامتيازات الأجنبية.
– مناهضة الاحتلال الأوربي والدعوة إلى مواجهته.
– ومن المصلحين الذين عاشوا ظروف التهديد والتغلغل الأوربي في المغرب، علي السوسي السملالي المتوفى سنة 1311هـ، فقد دعا في كتابه ( عناية الاستعانة في حكم التوظيف والمعونة) إلى تطوير مصادر الثروة في المغرب؛ استعداداً للجهاد. يقول السملالي:« إن الروم أحاطوا بنا من كل ناحية، وسكنوا أطراف دار الإسلام، وهم يأخذون منا كل عام ما له بال» (ص17).
– مع نهاية القرن التاسع عشر بدأت الأفكار الإصلاحية في المشرق تتوارد على المغرب، وخاصة من مصر، إلا أن الضغوط الأوربية اشتدت على المغرب، فلم يتمكن من تطيق سياسة الإصلاح. وبموت الحسن الأول سنة 1894م، ازداد التنافس الدولي على بسط نفوذه وتوطيد تجارته في المغرب.
ثالثا: قضية الإصلاح من 1900 إلى 1912م:
من مميزات المرحلة:
– حروب داخلية ( ثورة بوحمارة، فتنة الريسوني) بسبب الوعي الشعبي.
– الضغوط الأجنبية والمديونية الخارجية.
– محاولات لوضع تنظيمات وتشريعات مغربية.
– منذ سنة 1900م طُبع المغرب بالطابع الأوربي. ففي سنة 1904م، اتفقت فرنسا وإسبانيا على تقسيم المغرب الأقصى إلى ثلاث مناطق: منطقة فرنسية وأخرى إسبانية، والثالثة دولية وهي طنجة. وفي يناير 1906م حضرت إحدى عشرة دولة مؤتمر الجزية الخضراء، كانت لها قرارات حاسمة في استعمار المغرب اقتصاديا، وجعله تحت النفوذ الفعلي لرؤوس الأموال الاحتكارية الأوربية، وبدأت فرنسا تتحين الفرصة للانقضاض على المغرب. وقد تم في مؤتمر الجزيرة الاتفاق على مساعدة السلطان على تنفيذ برامج الإصلاح، وتأسيس مصرف مركزي برأسمال دولي، وتشكيل قوة من الشرطة لحفظ الأمن الداخلي، ووضعت الجمارك تحت الرقابة الدولية. أما المشروعات الاقتصادية فقد تم توزيعها بين شركات مختلف الدول، وتكلفت فرنسا بحماية حقوق جميع الدول.
كانت المشاريع الأوربية تخدم المصالح الأجنبية، وتجعل من المغرب سوقا أوربية. وتقدمتْ فرنسا بمقترحات إصلاحية في المجالات العسكرية، والمالية والإدارية. وكانت المطالب الإصلاحية لفرنسا تتمثل في:
– وضع جيش فرنسي بمنطقة الحدود الشرقية.
– جلوس مراقبين فرنسيين مع الحكام المغاربة.
– تنظيم الجيش ألمغربي تحت إشراف فرنسا.
– إحداث البنك المغربي، وأقسام الضرائب، وتنظيم أملاك المخزن، وإنشاء جَواز السفر، والتنبر.
وقد استُدعي مجلس الأعيان المغربي للنظر في هذه المطالب التي تقدمت بها فرنسا، فرفضها المجلس، ودعا إلى عقد مؤتمر لبحث الإصلاحات التي تتفق ومصلحة المغرب.
ففي عهد عبد العزيز العلوي (1316 – 1324 هـ/1900 – 1907م)، زاد الإنفاق في الميدان العسكري، وزاد الاعتماد على الدول الأوربية، ومع ذلك فكر في تحسين المواصلات، وإصلاح الموانئ والجمارك، وعيَّن الرواتب الثابتة لرجال الإدارة.
ولتوفير مالية الدولة، قدم مشروعا في مجال تنظيم الضرائب، أطلق عليه لفظ «الترتيب» يتساوى القاطنون في المغرب في أدائه سواء كانوا تجاراً أوربيين، أو ممن كانوا يتمتعون بالحماية الأجنبية، لكن هذه الضريبة فشلت سنة 1904م.
وخلال العهد العزيزي أنشئ مجلس للشورى، تُعرَضُ عليه المصالح المشتركة للأمة، ومجلس للأعيان. ورغبةً في تحقيق إصلاحات تستجيب لأوضاع المغرب، ظهرت خلال هذا الطور ثلاثة مشاريع دستورية للخروج بالبلاد من أزمتها السياسية، ووضع حدّ للامتيازات الأجنبية.
وعند بيعة السلطان عبد الحفيظ (1325 – 1330هـ/1907 – 1912م) بفاس كان المطلوب برنامجا إصلاحيا يتجاوب مع أماني النخبة الوطنية، ويتضمن المحافظة على الاستقلال، وتطهير المغاربة من دنس الحماية، ورفض الاستعانة الأجانب. وكانت غايتُه إخراج المغرب من الخضوع للسياسة الأوربية، والدفع به نحو الجامعة الإسلامية. وجاء في شروط البيعة الحفيظية:« ويتعاقد ويتعاهد مع الدول الإسلامية، وخصوصا تركيا»، وعمل السلطان بالفعل على الاستعانة ببعض الضباط الأتراك.
وظهرت تجمعات وطنية سرية لتنوير أذهان المغاربة، ومناهضة التغلغل الاستعماري، وأسهمت عض الصحف الوطنية في تبليغ دعوات الإصلاح.
وأخيرا وقع المغرب تحت الحماية الفرنسية بتاريخ 12 ربيع الثاني 1330هـ/30 مارس 1912م، فكان اتفاق الحكومتين على إقامة نظام جديد في المغرب، والبدء بالإصلاحات الإدارية والقضائية والاقتصادية والمالية والعسكرية التي ترى فرنسا إدخالها إلى المغرب، بعد أن أنهكت البلاد بأساليبها الاستعمارية، وهيأتها للانهيار أمام جيوشها وسِلَعِها وأفكارها
رابعا: الإصلاحات من 1912 إلى 1934م:
اسغرقت المقاومة المغربية هذه الفترة، وأجبرت المستعمرين على خوض استعمارية بأحدث وسائل التدمير، فعمد الاستعمار الفرنسي إلى استنزاف خيرات المغرب، وتفتتيه إلى سبع مناطق استيطانية، ما يزال يُعاني من ويلاتها.
وتميزت مرحلة المقاومة، التي دامت أكثر من عشرين سنة، بالحرب الريفية التي أثارت الإعجاب في داخل المغرب وخارجه.
ورفعت فرنسا شعار الإصلاح والتقدم في المغرب، وكانت إصلاحاتها خطوات لإدماج المغرب في الكيان الفرنسي، وعزله عن علاقاته الدولية، واقتسام السيادة المغربية تحقيقا لمصالح فرنسا السياسية، والإستراتيجية، والاقتصادية.
وقد أصبحت فرنسا مركزا للرأسمالية في بداية القرن العشرين، وكانت تشعر بقوة مركزها الاستراتيجي في شمال إفريقيا.
وقد أصبح المغرب تُسيِّرُه الإدارة الفرنسية المتمركزة في الإقامة العامة. وتبيَّن أن دهاقنة الحماية يُخططون للقضاء على مٌقومات الهُوية المغربية؛ باجتثاث الإسلام واللغة العربية من هذه البلاد.
وبدأت الإصلاحات الفرنسية موجهة لاستغلال المغرب استغلالا استعماريا، وانطلقت الإصلاحات مع المارشال ليوطي (1912 – 1925م) لتهيئ شروط امتصاص خيرات المغرب، وهذا يقتضي توفير الأمن، وتنظيم الإدارة، وبناء طرق وسكك حديدية، وإنشاء موانئ لاستيراد الآلات اللازمة، وتصدير المواد الخام، فظهرت تحسينات على مشاريع الري، وعلى نظام القروض الزراعية.
ففي مجال إصلاح التعليم، حاولت فرنسا القضاء على اللغة العربية، بإنشاء مدارس في المدن لتعليم اللغة الفرنسية لأبناء الأعيان ( حصص العربية فيها ضئيلة)، ومدارس قروية بالمناطق الأمازيغية تُمنع فيها اللغة العربية منعا تاما.
وكانت المحاولة الأولى لإصلاح التعليم بالقرويين عام 1332هـ/1914م، وبالرغم من إسهام علماء القرويين في قوانين وضع القانون المنظم، إلا أن المحاولة فشلت، ولم تظهر المحاولة الثانية إلا في 10 ذي القعدة 1349هـ/ 29 مارس 1931م، حين أصدر محمد الخامس ظهيرا أُسس بموجبه مجلسا أعلى، يُشرف على القرويين، وسن قوانين انتخاب هيأة التدريس، وتعيين المقررات الدراسية.
وبعد مرحلة ليوطي، زادت الجالية الفرنسية استحواذا على خيرات البلاد، وأصبحت تحتكر المناصب، وتضع نفسها محل السلطة الشرعية للبلاد، تُدبِّر وتُقرِّر، بل أصبح لهذه الجالية الحضور الفعلي عن طريق المجالس المُنتخبة على صعيد البلديات، والغُرَف التجارية والصناعية.
وبعد أن سيطرت الحماية على الأوقاف، أطلقت يد البعثات التبشيرية في طول البلاد وعرضها، وخصصت موارد لبناء الكنائس، والأديرة من ميزانية المغرب. ثم عمدت الحماية إلى التفرقة بين العرب والبربر استصدار مرسوم عُرف بالظهير البربري سنة 1930م، حاولت به إعفاء البربر من تطبيق الشريعة الإسلامية، والتقاضي حسب العادات والأعراق السائدة لديهم، وتدريس اللغة البربرية بدل اللغة العربية.
وفي أواسط عشرينيات القرن العشرين، نشأت الحركة الوطنية متأثرة بتمزيق وحدة الشعب المغربي، وبأصداء حرب الريف، فثارت ثائرة الشعب، والتحمت صفوف المغاربة حول الملك محمد الخامس ( 1346 – 1380هـ/1927 – 1961م). وكان حدث الظهير البربري منطلقا لثورة الملك والشعب. هذا في مرحلة سلكت فيها الإدارة الفرنسية سياسة ذات توجهات إدماجية استيطانية، هيمنت بها على شؤون البلاد. وكانت سياسة المغرب النافع، واستغلال الأراضي الفلاحية أبشع استغلال، من العوامل التي أخرجت المغاربة من ترددهم، فأظهروا حركات تلقائية مناهضة للاستعمار.
وبالرغم من تسليط وسائل القمع على كل أشكال الوعي بأوضاع المغرب، لم تخل هذه المرحلة من حركة إصلاح ديني وثقافي، كان لها أثر مباشر في تكوين الحركة الوطنية.
خامسا: الإصلاح من 1934 إلى 1956م:
ازداد استغلال خيرات المغرب خلال هذه المرحلة، وازداد تجاهل الروح الوطنية، وأصبحت الإدارة في أيدي المُعمرين الفرنسيين الذين أصبحوا يتحكّمون في الأراضي المغربية. ولكن هذه المرحلة طبعتها شخصية محمد الخامس التي واجهت صلف المستعمرين الفرنسيين بحكمة وتبصر حتى خرج المغرب من مأزق الحماية إلى فضاء السيادة. وتميزت المرحلة بتنامي الحس الوطني والرغبة في الإصلاح.
ففي سنة 1934م، تم الاستيلاء على التراب المغربي قاطبة، وظهر قانون إلحاق المغرب بالمستعمرات، وتبلورت الحركة الوطنية في « كتلة العمل الوطني»؛ وإدراكاً منها لاتخاذ فرنسا من المغرب مجالا للتوسع الاقتصادي والثقافي؛ قدّمت الكتلة برنامجا للإصلاحات يكشف عن التناقض بين النظام القائم، ونص الحماية. قدمتْه في شكل مذكرة إلى محمد الخامس، وإلى السلطات الفرنسية، وتشمل المطالب الآتية:
– إلغاء الحكم الفرنسي المباشر، وتطبيق معاهدة الحماية نصا وروحا.
– العمل بفصل السُّلَط.
– نزع الاختصاصات القضائية من أيدي رجال السلطة الإدارية، مع تحقيق الوحدة القضائية والإدارية للبلاد.
– إبقاء الكلمة العليا لعاهل البلاد.
– توفير الحريات الديمقراطية الأساسية، وهي حرية الصحافة والاجتماع والتنقل داخل المغرب وخارجه.
– إصلاح التعليم بتوحيده، وفتح مدارس للتكوين، وإيجاد مِنَح لمتابعة الدراسة بفرنسا.
– إرجاع الأراضي التي أُغْتُصِبتْ إلى أصحابها.
وعارضت الإدارة الفرنسية برنامج الإصلاحات، ثم واصلت الكتلة نشاطها تحت اسم الحركة الوطنية لتحقيق المطالب، وأدركت أن التعليم هو الخطوة الأولى نحو التقدم. فكانت المدارس تربةً لبَذْر الثقافة العربية والآراء الوطنية، ونشر الوعي بين الشباب، وكانت الإصلاحات التي تنادي بها الحركات الوطنية تتناقض مع الإصلاحات التي كانت تقوم بها إدارة الحماية بقصد تفكيك وحدة المغرب، وعزله عن علاقاته الدولية، وإدماجه في الكيان الفرنسي.
وعارض محمد الخامس، في المرحلة الأولى من نضاله، المخططات الإدماجية، بالمطالبة بتطبيق بنود معاهدة الحماية روحا وشكلا، وكان ذلك في مرحلة بلغت الإمبريالية العالمية أوج صعودها. وصيانةً للهُوية الحضارية للمغرب، ربط محمد الخامس بين ازدهار العروبة والإسلام واستقلال المغرب؛ فاعتنى في مشروعه الإصلاحي بالقرآن الكريم، والأحباس والمساجد، والتعليم الحر. وأدرك أن تعبئة الشعب لا تكون إلا بالتعليم وإعداد الأجيال؛ فدعا إلى محاربة الجهل والأمية والتخلف، وجعل الكتاتيب القرآنية روافد للقرويين وجامعة ابن يوسف، وشجع التعليم لمنافسة التعليم الفرنسي.
وجاءت المحاولة الثانية أيضا على محمد الخامس، فأصبح نظام التعليم بالقرويين وبابن يوسف مشتملا على ثلاثة أطوار، تُتوج امتحاناتها بشهادة العالمية، وتم تعييد مدير للقرويين سنة1942م،فحصل تقدم لا بأس به.
وفي سنة 1943 أخذ الحلفاء ينادون بحق تقرير المصير للشعوب وإعطاء الحرية والاستقلال للدول المستعمرة.
وفي سنة 1943م، حضر مؤتمر آنفا قُطبا العالم الحر: تشرشل وروزفلت، وفي هذا المؤتمر كشف محمد الخامس عن رغبة الشعب المغربي في التحرر وحقه في الاستقلال وتطلعات الحركة الوطنية إلى ذلك.
وفي سنة 1944م عين المقيم العام« جبرييل بيو» أربع لجان عَهِد إليها وضع ما سماه ( برنامج الإصلاحات) في ميادين الإدارة والتعليم والقضاء والفلاحة، قدمه للملك محمد الخامس للتوقيع. ورفض الملك التوقيع لأن الإصلاحات لا تستجيب لطموحات الشعب. وقد اتضح أن الاستقلال هو السبيل الوحيد لتحقيق الإصلاح، وأن مسألة الإصلاح قضية داخلية لا علاقة لها بالمستعمر.
وقبل اقتراح هذا المنهج قدمت الأحزاب الوطنية ميثاقا تضمن أهداف الشعب، ووقع فيه أربعة وستون من المناضلين، وتم تقديمه إلى ملك البلاد محمد الخامس وإلى المقيم العام. وأهم بنود هذا الميثاق:
– المطالبة بالاستقلال التام، ووحدة الأراضي المغربية.
– إقرار الملَكية الدستورية.
– التعاون بين الملك والشعب على تحرير البلاد لتحقيق الإصلاح المنشود.
وحاول المقيم العام ( إربك لابون) أن يركز في برنامجه الإصلاحي على الجانب الاقتصادي، محاولا إشراك المواطنين وأصحاب رؤوس الأموال الفرنسيين، مع منح بعض الحريات العامة، لكن برنامجه رُفض.
وفي أوائل أبريل من سنة 1947م، قام محمد الخامس بزيارة رسمية إلى مدينة طنجة، وألقى خطابا تاريخيا، أدخل به قضية المغرب إلى المجال الدولي، وأشار فيه إلى أهمية الجامعة العربية، وتظاهر الشعب، فأنزل الجيش الفرنسي مجزرة بالمغاربة ذهب ضحيتها أكثر من ألفي نسمة!
وانطلقت الشرارة الشعبية للمطالبة بالاستقلال.
وفي سنة 1953م، ساومت فرنسا الملك محمد الخامس في حقوق بلاده، ثم خلعته عن عرشه وأبعدته وأسرته عن بلاده.
وبعد نضال مرير، خرج المغرب من مأزق الحماية سنة 1956م، فعاد الملك من منفاه، ودخل المغرب في طور جديد، انضم إلى الجامعة العربية، وإلى هيأة الأمم المتحدة، وإلى العديد من المنظمات والهيئات، وظل يعمل على دعم البناء الحضاري للمغرب سياسيا واقتصاديا واجتماعيا، إلى أن وافته المنية في 26 نوفمبر 1961م.
ثم جاء طور جديد من الإصلاح في عهد الحسن الثاني…

joceline, sorry, i am not sure which part actually, usually i told the seller i want the beef to cook rendang. This time i bought imported beef from India which cost me RM 15/kg. Actually it is ok to use tough part because you need to cook several hours till the meat is tendered. I use pressue cooker for speedy version.

I totally agree with you here. The time spent increasing grip strength really pays off in the end. I used to be the guy that always used straps on heavy deadlifts. I stopped and worked on my grip and my deadlift increased tremendously. In addition, many other lifts also improved as a result of improved grip strength.

How many times have we all thought we are on our own private castaway island, out in the middle of nowhere, when we are trying to figure things out on our own, kicking the tires stalled along the road without even thinking of asking for help. Kiva kuulla kommenttia että shampoo toimii… omien kokemusten mukaan jotkut luomushampoot eivät ole olleet tarpeeksi peseviä (ehkä juuri SLS:n, parabeenien ja muiden haitallisten aineiden puuttuessa) ja jättäneet hiukset ja päänahan rasvaiseksi vielä parinkin "vaahdotuksen" jälkeen. Täytyypä testata Madaran tuotteita seuraavaksi, kun ei millään viitsisi terveyden uhalla siirtyä takaisin järeämpiin keinoihin!
My wife made me sit through HJNTIY, and to be honest, it’s almost grounds for divorce. Why women find this cliched, overly sentimental pap entertaining is beyond me. Four Weddings, at least, had a likeable leading man, while HJNTIY has Justin Long, somebody with along way to go before he headlines his own film….
