أيها القرّاء: أدعوكم للتفكير في القضايا التالية بعقل يشبه عقل عمارة بن يونس لتفهموا كيف يشتغل عقل الرئيس بوتفليقة دستوريا ومؤسساتيا.
أولا: مجلس الوزراء لا يجتمع، ويعوّض بمجلس وزراء مصغر في بيت الرئيس، وليس في رئاسة الجمهورية. ويقرر مجلس الوزراء المصغر في موضوع التقسيم الإداري، بإحداث ولايات منتدبة في الجنوب، ثم يحوّل هذا القرار إلى مجلس الوزراء الذي يعقد بعد شهور من صدور القرار… ويعقد في ظلام الليل متى تيسّرت الحالة الصحية للرئيس… ويصادق مجلس الوزراء الكبير على قرار مجلس الوزراء الصغير… تماما مثلما يفعل برلمان “الحفافات” حين يصادق على مراسيم الرئيس التشريعية دون مناقشة !
ثانيا: تعيين وزيرين للخارجية ثم يصحح الوضع بعد أيام، بتكبير واحد على الآخر بإعطائه صفة وزير الدولة! وعندما يحضر وزير خارجية مصر ليقدم شهادة زور للشعب الجزائري على الصحة العقلية للرئيس بوتفليقة، يحضر المقابلة المصرية مع الرئيس الوزيران في وقت واحد! أي أن الوزير المصري وعلى تعاسة النظام المصري، يصرف بوزيرين جزائريين كحالة الدينار الجزائري أمام الجنيه المصري في السكوار !
ثالثا: المرسوم الذي أصدره الشاذلي بن جديد في 1990 وسحب بموجبه صلاحيات تعيين المسؤولين في المؤسسات الكبرى من رئيس الحكومة (مرباح)، وأسند الأمر إلى مجلس الوزراء الذي يرأسه الشاذلي آنذاك… هذا المرسوم تم عفسه من طرف بوتفليقة وفي التعيينات الأخيرة (في سوناطراك والجوية الجزائرية والبنوك والديوانة)، فقد أصدر الرئيس قرارات التعيين وأمر بتنفيذها في الصباح، وعرضت في المساء على مجلس الوزراء للمصادقة عليها، تماما مثلما يصادق برلمان “الحفافات” على مراسيم الرئاسة؟!
رابعا: الرئيس أحدث أيضا “شكشوكة” بروتوكولية.. فقد عيّن وزراء الدولة مستشارين له… ولكنهم يحضرون مجلس الوزراء كوزراء يقدَّمون في الترتيب البروتوكولي على الوزراء المباشرين للمهام! وأكثر من هذا، يقدم نائب الوزير في الحكومة على كامل وزراء الدولة في الترتيب البروتوكولي !
وفوق هذا وذاك، يعين الرئيس رئيس ديوان الوزير الأول برتبة وزير، لأنه عين لحداد وجماعة حداد في الرئاسة على أوراق الوزير الحكومة بإرادة الرئيس… ويحضر أيضا مجلس الوزراء بهذه الصفة؟!
خامسا: الرئيس يأمر أيضا مديري المؤسسات الذين تم تعيينهم على رأس المؤسسات الحيوية، كسوناطراك والديوانة، بتغيير المسؤولين التنفيذيين في هذه القطاعات! ولكم أن تتصوروا نوعية هؤلاء المسؤولين الذين تم تعيينهم والذين تعطى لهم ورقة طريق لما يفعلونه عند تنصيبهم !
أغلب الظن أن الرئيس يريد تمكين محيطه من تعميم الفوضى على كامل المؤسسات الوطنية، ليصبح الوضع منسجما مع الفوضى الموجودة في مؤسسات الدولة (الحكومة والبرلمان والرئاسة والأحزاب التي يرأسها الرئيس)، فالرئيس ومحيطه يدفعان البلاد دفعا إلى فوضى عارمة ينهي بها حكمه للبلاد تجعلنا نسكت عن الفساد الذي حدث في عهده، والاكتفاء بالتفرغ لمعالجة الفوضى التي تنشب بعد رحيله؟!

We saw “The Village” last weekend, and my wife, who is not big on scary movies, found it well within her comfort range. I’d say it is a movie about being scared, more than it is a scary movie, proper.The reviews are mixed, for good reason, but it’s not stupid. I have done the CHI restoration for about 6 years now and love this fairly new product. It leaves my hair softer than the previous CHI conditioner. you can use a large styrofoam cone and hot glue or pin them to it until covered. this makes a nice decoration for a mantle, cofee table or an entry table. You can also use it to attach small envelopes with giftcards in. another thing that I have done is decoupage photos onto them and affix them to the bows of gifts to the grandparents. this gives them a new ornament for their tree that shows off their grandkids.
