عقب الأحداث الدامية التي شهدتها تونس خلال الشهور القليلة الماضية، والتي استهدفت كلا من متحف “باردو” بالعاصمة تونس، ومدينة سوسة الساحلية، مخلفة عشرات الضحايا من السياح، تمت مصادقة الأغلبية الساحقة للبرلمان التونسي على القانون الأساسي لمكافحة الإرهاب ومنع غسل الأموال، بنسبة 174 صوتا، في وقت امتنع 10 عن التصويت.
وبعد الاتهامات التي وجهتها الدول الغربية لتونس عقب هجومي “باردو” وسوسة، بدعوى غياب الرقابة الأمنية، يواجه القانون التونسي اليوم، موجة من الانتقادات من طرف المنظمات الحقوقية، على رأسها المنظمة الدولية لحقوق الإنسان “هيومان رايتس واتش “.
وترى هذه المنظمات أن سن القانون الأساسي لمكافحة الإرهاب، من شأنه أن يشكل تهديدا مباشرا للحقوق الفردية، خاصة وأنه يوسع دائرة صلاحيات السلطات للقيام بالرقابة على الأشخاص.
ويدور الجدل القائم حول سن القانون الجديد حول نقطيتين أساسيتين، فمن جهة يسمح القانون باحتجاز المشتبه بارتكابهم لجرائم إرهابية من 6 إلى 15 يوما قابلة للتمديد مرتين، مع عدم السماح له بإجراء أية مقابلات سواء مع محاميه أو عائلته.
من جهة أخرى، أعاد قانون الإرهاب عقوبة الإعدام للواجهة، بعد تعطيل تنفيذها منذ سنة 1991، إضافة إلى نقطة ثالثة تتمثل في حماية المصادر الصحفية والسر المهني بالنسبة لهيئة المحامين.
هذا ويتيح القانون للسلطات المعنية بالتحقيق في قضايا الإرهاب، الحرية في اعتماد بعض أساليب التعذيب في حال امتنع المتهم عن الاعتراف، والتي تبقى حسب القانون، السبيل الأسرع والأنجع لانتزاع المعلومات.
ولم يكن القانون، محط انتقاد المنظمات الحقوقية فقط، بل وفور الإعلان عن التصويت لصالحه، عملت وسائل الإعلام الغربية على تسليط الضوء على هذا الأخير، واضعة إعادته لعقوبة الإعدام تحت المجهر، ما دعا للتساؤل حول إمكانية عودة تونس خطوات للوراء بإقرارها لهذا القانون.
إلا أنه وفي صلب النقاش الدائر حول عقوبة الإعدام، يرى عبادة كيفي، رئيس لجنة التشريع العام في تونس، أن عقوبة الذي صوتت لجنته لصالحه، مهم وضروري لضمان التكامل بين قانون الإرهاب والعقوبات المفروضة في مثل هذه الحالات.
لكن ورغم الآراء المتضاربة حول القانون الجديد، وإقراره لعقوبة الإعدام، يبقى تنفيذ الحكم بيد رئيس البلاد الباجي قايد السبسي، الذي يتوجب عليه التفكير مليا قبل إعطاء الضوء الأخضر أمام تنفيذ الحكم، والذي من شأنه أن يضر بصورة تونس أمام الرأي الدولي، وتضعه أمام المساءلة كما حدث سابقا مع الرئيس التونسي المخلوع زين العابدين بن علي سنة 1990.

هذا وتجدر الإشارة إلى أن ثماني منظمات دولية قامت خلال الأسبوع المنصرم بتوقيع بيان مشترك يندد ببنود القانون التونسي، حيث شارك في التوقيع على البيان كل من منظمة العفو الدولية امنستى والمادة 19 ومحامون بلا حدود ببلجيكا والشبكة الاورومتوسطية لحقوق الانسان والفدرالية الدولية لحقوق الإنسان وهيومان رايتس ووتش والمنظمة العالمية لمناهضة التعذيب بالإضافة لمركز كارتر.
ودعت فيه المنظمات للحد من خطر الانتهاك الذي يسمح به هذا القانون الجديد، مشيرة إلى ضرورة تعديله وفق الأعراف الدولية التي تحترم حقوق المعتقلين.

I don’t have a problem with this, just as I don’t have a problem with the D3 cash AH. I’d prefer if the pet was BoA, though. Yeah, the pacing and structure of the Raimi movies is what I would want to keep, I think. Also, I wasn’t fond of the “Peter discovers his powers on the subway” scene or the high school fight scene, but the Oscorp stuff at the end looked fairly cool. But I really, really liked that they started with Gwen Stacy on this one, that they set up the Green Goblin (who will not be Willem Dafoe, woe) as the overall villain, and the actors they went with.

I need to find more opportunities to get out an shoot during those times, which as most of you all know is very hard to do. But that won’t keep me from trying.
Off the top of my head, it tends to be those that involve design such as interior designers, fashion designers, makeup and hair designers; and professions in communications such as journalists and reporters. Certainly, they aren’t all high paying; only those that stand out from the crowd and make a name for themselves. But men have just as hard a time in these professions as women in order to break into the biz.

Interesting post! Usually have a cheap unscented vegetable based soap in the bathroom, keep away from gels because of the packaging. I usually wear L’Occitane Shea Body Lotion. I do love scented body lotions for a special occasion and have acquired a few. I have Prada Infusion D’Iris, Eau Ambree and Candy which layer beautifully with the fragrances as they are light. I also have Aromatics Elixir Body lotion which I adore but which is enough on its own to draw comments. Layered with the perfume it would be Too Much.

It’s always better to measure NH3 directly. Time to get a seneye.
