هكذا يبدو العالم العربي من فوق، قطعة جغرافية تائهة في بحر من الفوضى، فإلى أين نحن متجهون؟
يقول ثعلب السياسة الخارجية الأميركية، هنري كيسنجر، “في السياسة الدولية لا توجد أخبار جديدة، هناك فقط تحليلات جديدة”. هذا معناه أن الذي يتغير في الساحة الدولية هو قراءة كل طرف موقعه ومصالحه وقدراته، وهذا معناه ثانياً أن الغد محكوم بمعطيات اليوم، فكيف هو مستقبل العالم العربي في السنوات الخمس المقبلة، على أقل تقدير…
أولاً: قائمة الدول الفاشلة ستزداد في العالم العربي، سنة بعد أخرى. هناك اليوم ست دول فاشلة بتفاوت صغير، هي: الصومال والعراق وليبيا وسورية واليمن ولبنان. كل عام تصدر عن مراكز البحث في الغرب قوائم للدول الفاشلة والمرشحة لأن تصير فاشلة. ومصطلح دولة فاشلة ليس حكم قيمة، بل هو شبكة معايير لقياس صحة الأحوال في أي بلد (تصبح الدولة فاشلة حين تفقد السلطة القائمة قدرتها على السيطرة الفعلية على أراضيها، أو تفقد احتكارها حق استخدام العنف المشروع في الأراضي التي تحكمها. وحين تفقد شرعية اتخاذ القرارات العامة وتنفيذها. وحين تعجز عن توفير الحد المعقول من الخدمات العامة، وعن التفاعل مع الدول الأخرى عضواً فاعلاً في الأسرة الدولية).
الجزائر ومصر والبحرين والأردن دول معرضة لأن تصبح دولاً فاشلة، مادامت العملية السياسية فيها متعثرة، والموارد شحيحة، والفوارق الاجتماعية كبيرة، والإصلاح مؤجلاً، والاضطرابات تزداد، والتطرف يتسع.
ثانياً: القوى الإقليمية الكبرى المرشحة للتأثير في العالم العربي، وخصوصاً الشرق الأوسط، غير عربية. إيران وإسرائيل وتركيا هي الدول المرشحة للعب الدور الأكبر غداً. سيزداد التأثير الإيراني مع تقدم المفاوضات حول برنامجها النووي مع الغرب، وسيقوى نفوذ إسرائيل أكثر في المنطقة، وستبرز تحالفات عربية إسرائيلية لم تكن ظاهرة. كلما ازداد إلحاح المجتمعات العربية على الإصلاح الديمقراطي ازداد عناد الأنظمة العربية وتسلطها وبحثها عن حلفاء إقليميين من مصلحتهم أن يظل العالم العربي خارج نادي الديمقراطيات المعاصرة. أما تركيا، فإن نجاحاتها الاقتصادية وحاجتها إلى الطاقة ستدفعها إلى دور إقليمي كبير في العالم العربي.
ثالثاً: التطرف والعنف وعدم الاستقرار والحرب مربع يطوق وسيطوق المنطقة سنوات مقبلة. القاعدة والنصرة وداعش وعشرات التنظيمات الدينية العنيفة صارت لاعباً رئيساً في العالم العربي. تضعف هنا لتقوى هناك، والمشكلة أن الحرب كعلاج وحيد لأمراض المنطقة يزيد من انتعاش الإرهاب. رأينا ذلك في أفغانستان والعراق واليمن، ففي كل هذه الدول أدت الحرب الأميركية على القاعدة، ثم داعش الآن، إلى المزيد من تمددها وانتشارها وتفريخها تنظيمات أكثر راديكالية، الإرهاب سيستمر مادامت أسبابه مستمرة.
رابعاً: سيتراجع اهتمام أميركا وأوروبا في السنوات المقبلة بالسياسة وتعقيداتها ومشكلاتها في المنطقة العربية، وسيزداد الاهتمام بالاقتصاد والأسواق والطاقة. ستترك أميركا مكرهة تدبير التوازنات في المنطقة للقوى الإقليمية (رأينا مثلاً أن الدور الإماراتي والسعودي والإسرائيلي في الأزمة المصرية، ورعاية الانقلاب العسكري، كان أكبر من دور أميركا وأوروبا). هذا سيعطي بعض الدول العربية هامشاً للحركة، لكنه، أيضاً، سيفتح المجال أكبر للقوى الإقليمية، لأن تلعب أدواراً أكبر على حساب العرب المشغولين بتفكك دولهم وتأجيل الإصلاح والرفع من فاتورة التحول الديمقراطي في المستقبل.

I was also confronted and somewhat intimidated by several of the union protesters outside the centre. Ironically many were making evaluative comments about democracy. Given many were teachers and the purpose of the debate I am forced to assume; (a)they cannot define the word (b)they were only doing what their union tells them.So sad. It really does bring out different characteristics!

You should try Paint Annapolis in September with the Mid-Atlantic Plein Air Painters Assoc. I never did cityscapes either until I went to my first Paint Annapolis and loved it. I found that what you paint one year could be totally different the next time you go, so when we paint cityscapes, we are also recording a history of the place.

The first time I had grits I was at the UT hospital in Knoxville after giving birth to my daughter. I thought it was a bowl of cream of wheat. Grits with milk and sugar are NASTY, btw. I believe that avoiding packaged foods may be the first step in order to lose weight. They might taste very good, but highly processed foods currently have very little nutritional value, making you take more just to have enough energy to get over the day. When you are constantly ingesting these foods, moving over to whole grains and other complex carbohydrates will let you have more vigor while eating less. Great blog post.

Hello Gerri! I would try using about 1/2 package of onion soup mix – it will depend just how much onion flavour you would like to give to the biscuits. The way to do that is to usbstitute the amount of onion soup mix you will use for flour. I would love to know how these turned out for you – please let me know – you might have just asked a questions that will create tons of new biscuit recipes! I am going to try it with vegetable soup mix – that could be good as well!
