على إثر دعوة بعض النقابات إلى إضراب وطني، سارعت الحكومة المغربية اليوم الخميس، إلى إبداء رد فعلها، على لسان مصطفى الخلفي، الناطق الرسمي باسمها ، عقب اجتماع مجلسها الأسبوعي في الرباط، برئاسة عبد الإله بنكيران.
وحرصت الحكومة، في بلاغها، على تؤكد على أن الإضراب حق دستوري مكفول، وفي الوقت نفسه تعبر عن أسفها لهذه الخطوة التي لا تتفهم دوافعها وأسبابها وقد تلحق الضرر بالسلم الاجتماعي الذي تتميز به البلاد في محيطها.
وأضاف المصدر ذاته، إن الإضرابات لن تحل أزمة منظومة التقاعد، والحكومة عازمة على تحمل مسؤوليتها في إنجاز هذا الإصلاح الحيوي والمتعثر منذ عشر سنوات، رغم ما ينتج عنه من كلفة مالية وسياسية، مستبعدة في هذا المجال الخيار السهل بتأجيل الإصلاح وترك مواجهة تفاقم الأزمة إلى الحكومات المقبلة، وذلك سيكون ضدا على مصلحة المتقاعدين وتهربا من تحمل المسؤولية.
واستطرد المتحدث ذاته، موضحا أن الحكومة عملت على التشاور حول هذا الإصلاح وعقدت لذلك اللجنة الوطنية لإصلاح أنظمة التقاعد بحضور النقابات بتاريخ 30 يناير 2013، والتي لم تجتمع منذ سنة 2007، ثم دعت الحكومة النقابات إلى اجتماع في 4 دجنبر 2013، لكن عددا منها لم يستجيبوا لهذه الدعوة. وعقد اجتماع ثان للجنة الوطنية في 18 يونيو 2014 وأرسلت مسودة مشروع الإصلاح إلى المجلس الاقتصادي والاجتماعي والبيئي باعتباره مؤسسة دستورية استشارية في هذا الشأن، وذلك حتى يتم تعميق النقاش.
وأعلن الناطق الرسمي باسم الحكومة، “أن منظومة التقاعد تواجه مخاطر نفاد احتياطيات الصندوق المغربي للتقاعد، بعد أن بدأ هذا الصندوق في استهلاك احتياطياته بدءا من هذه السنة، ومن المتوقع استهلاكها كلية وصولا إلى عجز مقدر ب135 مليار درهم في ،2023 وذلك في حالة عدم إنجاز الإصلاح، مما سيجعل الصندوق غير قادر على أداء المعاشات، وهو ما لا يمكن السماح به، وعلى كل حال فإن الإصلاح سيصبح إجباريا ومكلفا أكثر في 2018 بمقتضى القانون، مع التذكير بأن النقابات لم تقدم أي مقترح بديل وعملي، فضلا عن أن المشروع النهائي لإصلاح التقاعد لم يعتمد بعد، مما يجعل أي احتجاج يفتقد للمبرر”.
وأكد الخلفي أن الحكومة التزمت بإنجاز إصلاح منظومة التقاعد ككل مع البدء في المرحلة الأولى بالإصلاح اللازم لنظام المعاشات المدنية الذي سيحافظ على الحقوق المكتسبة للمنخرطين إلى تاريخ إنجاز الإصلاح، وسيحافظ كذلك على وضعية المتقاعدين الحاليين وذوي حقوقهم.
وردا على مايقال بأن “الحوار الاجتماعي مجمد”، قال الخلفي، في بلاغه، إن ذلك غير صحيح، مشيرا إلى أن الحكومة عقدت سبع اجتماعات مع النقابات أولها بتاريخ 14 مارس 2012، ثم ما بين 10 و15 شتنبر 2012 عقدت لقاءات مع كل نقابة على حدة، تم خلالها الاتفاق على إحداث اللجنة العليا للتشاور، ثم يوم 22 أكتوبر 2012، ثم يوم 4 يناير 2013 عقد أول اجتماع للجنة العليا للتشاور، ثم تمت الدعوة يوم 27 أبريل 2013 لعقد دورة للحوار الاجتماعي، ثم يوم 25 أكتوبر 2013، ثم تم يوم 15 أبريل 2014 عقد ثلاث اجتماعات. فضلا عن الاجتماعات المتعلقة بالتقاعد في 30 يناير 2013، و4 دجنبر 2013 و18 يونيو 2014 المذكورة آنفا. وبالنسبة للحكومة فإن الحوار الاجتماعي لم يتوقف، والحرص على استمراره مسؤولية مشتركة.
في الوقت نفسه، أكدت الحكومة على مواصلتها تنفيذ التزامات الحوار الاجتماعي بدءا من اتفاق 26 أبريل 2011 وما بعده من التزامات، وهو ما ظهر جليا في إقرار الرفع من الحد الأدنى للأجر بالوظيفة العمومية بنسبة 10% ليصل إلى 3000 درهم لفائدة 53 ألف موظف وموظفة ابتداءا من فاتح يوليوز 2014، وكذا الرفع من الحد الأدنى للأجور في القطاع الخاص ب5% خلال هذه السنة و5% العام المقبل. كما تم إحداث صندوق التعويض عن فقدان الشغل، بكلفة مالية بلغت 500 مليون درهم، مع ضمان استمرار الاستفادة من التغطية الصحية والتعويضات العائلية طيلة مدة التعويض. كما تم الرفع من الحد الأدنى للمعاشات التي تصرف لمتقاعدي الوظيفة العمومية والمؤسسات العمومية والجماعات المحلية والمياومين ليصل 1000 درهم شهريا لفائدة 92.500 متقاعد ومتقاعدة، وكذا إلغاء شرط أداء انخراطات 3240 يوما للاستفادة من التقاعد لفائدة 35.500 مؤمن. علاوة على ذلك، رصدت الحكومة 8, 2 مليار درهم لتنفيذ الالتزامات المترتبة عن بعض الحوارات القطاعية، كما تم الرفع من الحصيص السنوي للترقية إلى %33 على مرحلتين. وقد رصدت الحكومة في الإجمال أكثر من 50 مليار درهم برسم الفترة 2012-2014 لتنفيذ الالتزامات العامة والقطاعية المتعلقة باتفاق 26 أبريل 2011.
واستطرد الناطق الرسمي باسم الحكومة، مشددا على أن المحافظة على السلم الاجتماعي مسؤولية الجميع، على حد قوله، “ومن يهدده فعليا هو من يلجأ إلى الإضراب غير المبرر”.
وأكدت الحكومة على لسان الخلفي، “أن ما ينعم به المغرب اليوم من سلم اجتماعي هو مسؤولية الجميع، مع التأكيد على أن السياسات الحكومية مكنت من تقوية السلم الاجتماعي، وهو ما عكسه أساسا تراجع عدد المضربين ب26% ما بين النصف الأول من 2013 ونفس الفترة من سنة 2014. كما أن عدد أيام العمل المفقودة جراء الإضرابات تراجع ب40% فيما ارتفع المؤشر المرتبط بنشاط المقاولات ب12,5%.”.
في الختام، خلص البلاغ،إلى أن “الحكومة إذ تحمل النقابات الداعية إلى الإضراب مسؤوليتها في ذلك، فإنها لن تقبل بأي إرباك لحرية العمل أو إضرار بمصالح المواطنات والمواطنين”.

Check if the gasket is still good. If the rubber is no longer soft or has any cracks, you should replace it. This means you can cut it away and make the glass removal much easier. Push a strong knife into the center of the rubber, making sure you don’t hit the glass. Cut all the way around to remove the rubber. You can now push the glass out from the inside. Have someone else on top of the car in front of the windshield. This person should catch the glass when it comes out..

Personally I’m a drinker of aspartame-sweetened drinks (though, like many programmers, previously I was a very large consumer of regular Mt. Dew). I haven’t finished a “regular” soda in quite a few years, I’m just too used to diet drinks. Who knows if I’d actually be able to tell the difference in a blind taste test however. I tend to use Splenda when sweetening my coffee but have no problem using NutraSweet, Sweet N’ Low, whatever is available.
The new Zune browser is surprisingly good, but not as good as the iPod’s. It works well, but isn’t as fast as Safari, and has a clunkier interface. If you occasionally plan on using the web browser that’s not an issue, but if you’re planning to browse the web alot from your PMP then the iPod’s larger screen and better browser may be important.

As a foodie with a kitchen that is MUCH smaller, darker, and homelier …. how do you get such great pics? Where do you take the pictures and what do you do to get that bright, fresh look? I have no problems cooking delicious food in my closet-sized kitchen but it’s VERY difficult to get good pictures of it. AND, those pink eggs are amazing. They should be in a museum or something!

That is a whole lot of eggs needed for the IVF. That helps a lot but i have just a few questions. Are these eggs collected one single time? Or one or group of eggs at a time? If these eggs are frozen, for how long that they still be use? If I will have IVF the first time and have a baby after. Then, after 4 years or so we decide to have another baby. Can the eggs frozen during my first IVF be used? Or do you still need to collect another group of eggs?

I liked your book cover. It's a photograph that doesn't need words. I've done some research on the topic and was amazed as some of the stuff I found. A couple of blogs had rantings about how the whole thing is a scam and Al Gore is a scammer. I also found a self published book that can't possibly be based on scientific research papers. This leads me to the conclusion that self-published nonfiction needs some kind of governing organization to assure that it is accurate. I think leaving out the antagonists was a wise decision when the evidence is overwhelming. And yes, it can be a very scary topic.

J’ai profité de la journée comme invité, ça ne m’a pas empêché de prendre quand même mon matériel mais je faisais uniquement les photos qui m’inspiraient, et si je loupais des photos (occasion manquée, image ratée…) c’était pas grave. Au final j’ai mis 30 photos sur Facebook et j’ai eu quelques jolis compliments, et aucun stress car ce n’était que du bonus pour les mariés. J’ai profité du mariage à 100%.
